John Douglas – President
Mr. Douglas has joined Chenega International Consulting in April 2015 in the position of Vice President of European Affairs. After a military career in the British Army spanning 27 years with and infantry regiment interspersed with a number of intelligence appointments and operations, John retired in order to spend time in the Middle East.
Initially he worked on the Shell Pearl (GTL) project in Ras Laffan, Qatar and was responsible for the training and leadership development of the 250,000 strong construction workforce. He followed this by implementing a national training and education program in Yemen in partnership with Pearson Education and Sheikha Mozah’a youth enterprise, “Silatech”. After a period of political instability in Yemen John took up the appointment of Director Middle East, for Inspirational Development Group, affiliated with the Royal Military Academy Sandhurst to deliver youth development programs. Latterly, John returned to Yemen to take up an MD appointment with G4S as country lead to run the largest security company in the country responsible for critical infrastructure facilities.
Matt O’Hanlon – Vice President of Operations
Mr. O’Hanlon joined Chenega International Consulting in 2015. Based in Northampton in the United Kingdom, Matt is committed to bringing Chenega’s extensive range of innovative services to market across Europe. A recently retired British Army Brigadier and career infantry officer, Matt has had recent diplomatic and operational experience at senior level in Berlin, Seoul and West Africa.
Paul Hillis – Director of Training
Paul joined Chenega Europe as our Director of Training upon completion of 32 year’s police service with the Royal Ulster Constabulary and the Police Service Northern Ireland. He has an extensive knowledge of the United Kingdom policing model and is a Humint and anti-corruption specialist.
As the former Head of PSNI’s Specialist Operations Branch training team he has been responsible for organisational learning and development in the area of Humint, CHIS, Surveillance and SWAT officers. At a Strategic level he has delivered a number of International training missions, provided mentoring and has an excellent understanding of the global challenges in policing today.
Paul was as a program manager on the internationally acclaimed Leadership in Counter-Terrorism Course (LinCT) and has facilitated learning for course participants for several years.
He has been highly commended by the Police Service for his work in the counter-terror and anti-corruption arena on numerous occasions. Paul holds academic and training qualifications from Portsmouth University, at Andrews University, Canterbury Christchurch University and Ulster University.

Chester ‘Chet’ Husk – Product Manager, All Source Tools and Capabilities
Chet joined Chenega in February 2014. Originally as a Capture Manager, Social Media Account Manager, and then Director of Business Development for Chenega Federal Systems, LLC.
Chester ‘Chet’ Husk spent 29 years as an intelligence professional for the Department of Defense. During his U.S. Army career, he provided a broad range of intelligence analysis, to include acting as the National Security Agency Liaison Officer to Special Operations Command Europe J2 where he provided analysis and planning for SOF Counter Terrorist missions. He has experience providing SIGINT, Cyber, and CI/HUMINT analysis, operational support, training, and management to both DoD and commercial organizations. He is fluent in Spanish.
Raymond ‘Al’ Burroughs – Product Manager, Open Source Tools and Capabilities
Al joined Chenega in July of 2014 as an accounts manager/intelligence analyst. He developed software tools and customers for Chenega products, and demonstrated the product on and offsite. Al trained customers and analysts at on and off site locations in basic and advanced software analytical techniques.
Al has 28 years as an intelligence professional for DoD and commercial organizations. He served in the U.S. Army as an All Source and SIGINT OIC. During this time he led a multi-national, theater-level Signals Intelligence detachment which achieved proven results in-theater during Operation Enduring Freedom, Operation Iraqi Freedom as well as throughout the USSOUTHCOM AOR where he developed comprehensive intelligence products resulting in multiple successful operations against narco-terrorists and insurgent organizations. Al completed his Army career managing, designing and integrating intelligence concepts, systems and architectures into multi-level operational and exercise events incorporating SIGINT, IMINT, HUMINT/CI and open source intelligence (OSINT). He is a certified All Source Master Analyst and is Master Instructor qualified. Al is fluent in Spanish and speaks Russian.
